CVB audits and yearly reporting rules

Any CVB that gets hotel tax money must file a report within 90 days after its fiscal year ends. The report shows income, expenses, and hotel tax received and spent, and goes to each funding county or city, the State Auditor, the Joint Committee on Government and Finance, and the state CVB association. A CVB that does not file it cannot get more hotel tax money until it does. Each funded CVB must also send an annual report with required details to all funding counties and cities. At least once every three years, it must get an independent CPA audit or review covering the prior three fiscal years and file copies with the same offices. After July 1, 2024, a CVB without this audit or review is ineligible for hotel tax appropriations. The State Auditor and Legislative Auditor may also review or audit CVBs at any time.

County commissioner seat on CVB boards

A county commission may appoint one county commissioner as a voting member of its local CVB board. For a multi-county CVB, each county commission may have its own voting seat. If a commissioner member misses a properly noticed meeting, that absence does not stop the board from having a quorum.

Pause on new CVBs until 2026

The state pauses new convention and visitors bureaus through June 30, 2026. During this time, counties and cities cannot give net hotel tax money to any bureau created on or after the 2021 changes and before the moratorium ends. Starting June 30, 2026, new bureaus that meet all eligibility rules can receive hotel tax distributions.

Stricter rules for CVB hotel tax funds

To get local hotel tax money, a CVB must meet clear rules. It needs a minimum yearly budget and a marketing plan aimed more than 50 miles away. It must employ a full-time director with required continuing-education hours. It must keep an office or visitor center open at least 40 hours a week with a dedicated phone, and maintain a website and marketing materials. Its budget should be about 40% advertising, 40% salaries, and 20% other costs; spending under 40% on salaries still meets this rule. It must also be accredited.
