The Director coordinates work for the Governor’s Committee on Crime, Delinquency, and Correction. The Director links federal, state, and local agencies, private groups, and the public. Staff support helps law enforcement, corrections, juvenile justice, and victim services work together. The Director keeps a web database for community corrections and collects and analyzes crime data. The Division acquires resources and shares them with state, local, and nonprofit partners. The Director receives and disburses federal, state, and private grants and, with the Governor’s OK, seeks and manages federal grants. The Director may help State Police and other department law‑enforcement units apply for law‑enforcement‑only or invite‑only federal grants. The Division does not run police or criminal‑justice operations.
The Office of Administrative Hearings hears more cases. Certification appeals from the Law‑Enforcement Professional Standards Subcommittee go there. First‑level employee grievances for department divisions, not including the State Police, go there. Appeals from the State Fire Commission go there, except where the law says otherwise. Appeals from subcommittees of the Governor’s Committee also go there. The office also handles other matters that need a hearing examiner and can receive more duties by future law or rule.
The Director must propose legislative rules to carry out this law. Rules and policies from the former Division of Justice and Community Services move to Administrative Services. Those rules stay in effect until changed or ended. The law also states those older rules expire July 1, 2022, if not replaced earlier.
