Beginning July 1, 2026, eligible public colleges in West Virginia may set up permanent endowments for women's Olympic sports. The endowment principal stays intact; only investment earnings can be spent. Funds must follow state investment rules. The state commission may also create a statewide trust to hold money for participating colleges.
Beginning July 1, 2026, each college in the program must file a yearly report on savings, matches, private gifts, spending, and Title IX compliance. The commission must send a combined annual report to the Joint Committee on Government and Finance. Endowments are subject to periodic independent audits. The commission may make rules to run and enforce the program.
Beginning July 1, 2026, the commission can certify a college’s verified cost savings each year. Subject to state funding and yearly caps, colleges may match those savings into women's athletics endowments. Savings used for matches cannot come from cuts to academics, faculty, essential student services, or actions that hurt Title IX compliance. Endowment earnings can only pay for scholarships, coaches and training staff, equipment, facilities, travel, and other direct costs for women's Olympic sports. The endowment principal cannot be spent.
