Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Easier license transfers to family or new businesses

License holders can move a current license to a new business they own or run, without a new exam. A license can also be transferred to a spouse, child, sibling, or parent. The family member may use it for one year; to keep it longer, they must pass the board exam within that year. After a death or permanent incapacity, a family member may apply within one year; the board can allow one year of use without an exam if the family member runs the business or hires a qualified person. One person may hold a license for only one business at a time.

Contractor license fees capped at $150

The law sets a fee up to $150 for a contractor license. Electrical contractors already licensed under §29-3B-4 pay no more than $20. You pay these fees when you apply or renew.

Time limits and penalties on transferred licenses

When a license is transferred for a business, it is valid only one year unless the new holder passes the board exam. It also ends if the new holder stops being the principal owner, partner, or officer. Only the named licensee or a valid transferee may use a license. You may not assign or lend it; violations face penalties under §30-42-14.
