Pay and expenses for commission members

Citizen members get $50 for each day they actually serve on commission business. Assessors, county commissioners, and the State Tax Commissioner serve without pay. All members are reimbursed for reasonable and necessary expenses they incur doing commission work.

How the commission runs and meets

The commission meets when the chair calls it or when any four members request it in writing, and it meets at least twice a year. Members other than the Tax Commissioner serve four‑year terms, and assessor or county‑commissioner members stop serving if they leave office. A vacancy must be filled within 30 days in the same way as the original appointment and serves the rest of the term. If a member is a party to a dispute before the commission, that member must recuse from the discussion and vote.

Property valuation commission and funding

Beginning June 9, 2026, the law keeps a Property Valuation Training and Procedures Commission inside the Department of Tax and Revenue. The commission sets training and procedures for property valuation statewide. The Legislature funds it through a separate budget line to the State Tax Commissioner. The program uses public funds to operate.

Who serves on the valuation commission

The State Tax Commissioner, or a designee, chairs the commission. It includes three county assessors, five citizen members, and two county commissioners. One citizen member is a certified appraiser, and starting upon the first expiration of a citizen member’s term after the 2026 changes, one must have agriculture experience under §19-19-2. The Governor appoints members with Senate consent from lists: the Assessors Association sends three nominees per assessor seat (no more than two from one party), and the County Commissioners Association does the same for commissioner seats. No more than one member may be from the same county (except the Tax Commissioner), and no more than seven members may share a party. Nominations may favor assessors with credentials recognized by the Appraisal Foundation, and nominees must meet commission standards.
