4 provisions identified: 2 benefits, 0 costs, 2 mixed.
Beginning June 9, 2026, employees of the Military Authority must join the state health plan (PEIA) and the public retirement system (PERS). They also get workers' compensation and unemployment coverage. These benefits add health and retirement security and may affect take-home pay.
Beginning June 9, 2026, the Adjutant General may pay West Virginia Military Authority employees who are furloughed in a federal shutdown. Pay covers only the time of the shutdown or furlough. Payment happens only after matching federal funds for that period are received. This protects income during shutdowns but is not immediate state pay.
Beginning June 9, 2026, public safety jobs at the Authority must keep required dual-status membership under state law. Security guards and military firefighters keep the same legal authority and must meet existing qualifications. These rules keep standards in place and can limit who can take these jobs.
Beginning June 9, 2026, the Military Authority can create and manage its own jobs. These jobs are outside the state classified service and are at-will. Positions exist only if federal or state money is available. The Adjutant General sets pay to meet mission needs. This adds hiring flexibility but reduces job protections.
