It is illegal to arrange, for pay, the sale of more than two motor vehicles in one calendar year. Violations are a misdemeanor with a fine up to $1,000, up to 60 days in jail, or both. Exceptions include licensed dealers and their staff, authorized distributors, licensed auto auctions, sales under a pledged security and lien, the titled owner, and volunteer fire departments with a raffle license that raffle no more than four vehicles a month.
The law exempts volunteer and part‑volunteer fire departments from being treated as car dealers or brokers. To qualify, they must hold a valid charitable raffle license, including an online raffle license. They must raffle no more than four vehicles per month. This lets these groups run vehicle raffles without dealer or broker licensing or penalties.
