Counts the words person, human being, child, and individual as including any human infant who is born alive. "Born alive" means the baby is completely out of the mother and then breathes, or has a heartbeat, or the umbilical cord pulses, or shows clear voluntary movement. This applies at any stage of development and no matter how the birth happened or whether the cord is cut. It does not change any legal status or rights that apply before a baby meets this born‑alive description.
