Title 10 › Subtitle Subtitle E— - Reserve Components › Part PART I— - ORGANIZATION AND ADMINISTRATION › Chapter CHAPTER 1006— - RESERVE COMPONENT COMMANDS › § 10172
The Secretary of the Navy must create a Navy Reserve Force and run it as a separate Navy command. The Chief of Navy Reserve will lead that force and report directly to the Chief of Naval Operations. The Secretary must place specified parts of the Navy Reserve into that Force, but not units already assigned to the unified special operations combatant command under section 167. Unless the Secretary of Defense says otherwise for units doing duties listed in section 8013, the Secretary must assign those Force units to the combatant commands as the Secretary of Defense directs.
