Creates a Reserve Forces Policy Board inside the Office of the Secretary of Defense that must give independent advice to the Secretary about how to make the reserve forces stronger, more efficient, and more effective. The Board has 20 members. One civilian chair is picked by the Secretary of Defense. There are 2 Army reserve members (one from the Army National Guard, one from the Army Reserve), 2 from the Navy/Marine Corps (one Navy Reserve, one Marine Corps Reserve), 2 from the Air forces (one Air National Guard, one Air Force Reserve), and 1 Coast Guard member chosen by the Secretary of Homeland Security. Ten additional U.S. citizens are chosen by the Secretary of Defense for their reserve and national security experience; they may be private citizens, government employees, or senior officers with joint experience. A senior reserve general or flag officer and a senior enlisted reserve member are added as nonvoting military advisers; the general/flag officer also serves as the Board’s military executive and runs its staff. The Board works on issues sent by its chair, raised by its members, or asked for by the Secretary of Defense. It is supported by one full-time senior officer from each reserve component (colonel or Navy captain grade or selected for that grade) who serve as liaisons and work under the military executive officer while keeping the Board’s independent role. The Board does not replace other military department committees, and eligible members of those committees may also serve on this Board.
