The Secretary concerned can hire lawyers and pay their fees, court costs, bail, and other legal expenses to represent people under the Uniform Code of Military Justice and people not under it who are working for or with the armed forces while outside the United States, its territories and possessions (including the Northern Mariana Islands and Puerto Rico). The rules the Secretary makes should, as much as possible, be the same for all services. The person helped does not have to pay the United States back unless they lose bail. The military department involved or the Department of Homeland Security can use money from their pay accounts to cover these costs.
