The Secretary of Defense must write a charter for the National Guard Bureau. They must do this with the Chairman of the Joint Chiefs of Staff and the Secretaries of the Army and the Air Force. The charter must list all main duties of the Bureau. It must cover how units, personnel, and resources are assigned between the Army National Guard and the Air National Guard; the Bureau’s support role for the Army and Air Force secretaries; training rules, discipline, and federal training money; ensuring States train Guard units under approved guidance; helping States organize and maintain ready units that can join active forces in war or emergency; planning and managing the Guard budgets; overseeing federal property through the officers named under section 708 of title 32; granting or removing federal recognition for units and officers; policies for National Guard technicians under section 709 of title 32; running the Active Guard and Reserve program for the Guard; issuing directives and publications that match Army and Air Force policy; helping with State training needs; and coordinating use of Guard personnel and resources for title 32 operations or State missions with other federal agencies, State Adjutants General, and the combatant command whose area includes the United States. The Secretary may also add other functions.
