The Secretary of Defense must create and run a plan so the military has the tools to find, prevent, and treat infectious diseases. Every military medical clinic or hospital must have the right testing tools for its job. Ships and troops serving abroad must also have testing access, including at field and expeditionary medical units. The Department must keep a 30-day supply of protective gear for every service member, including reservists, and be able to resupply it fast. The Secretary must include with the defense budget a plan to research and develop vaccines, tests, and treatments. Military labs must have the technology needed to speed up that research in a pandemic.
