Gives reserve members who are Persian Gulf veterans the right to get medical care for certain Gulf-related symptoms or illnesses. They get the same care and follow the same rules as active-duty service members, except they do not have to be on active duty. This applies only if the person is a reserve member who served on active duty in the Southwest Asia theater during the Persian Gulf Conflict, has a Gulf-related symptom or illness that was registered before September 1, 1997 in either the DoD Comprehensive Clinical Evaluation Program (conditions presumed to be service-related) or the VA Persian Gulf War Veterans Health Registry, and is not already eligible for that care under military rules or for VA hospital and medical services under section 1710 of title 38.
