Military medical facilities may set aside space for inpatient and outpatient care for people covered by sections 1074(b) and 1076(b) of this title. The most space allowed is the larger of two amounts: the space needed to support teaching and training of health-care professionals, or the space needed to provide care in the most cost-effective way to those people. When choosing those amounts, the Secretary in charge must consider projected patient workloads and the realistic number of doctors and other providers who will be available, under rules from the Secretary of Defense. For the cost-effective option, the decision must use an economic analysis (including a life-cycle cost analysis) and consider all reasonable care alternatives, including contracts under section 1086 or care under part A of title XVIII of the Social Security Act (42 U.S.C. 1395c et seq.).
