The Secretary must tell TRICARE enrollees by electronic methods when there is a major change to benefits. Notices must go to the enrollees who could be affected. The notice must be sent by the earlier of: the date the Secretary decides gives people enough time to understand the change, 90 days before the change takes effect, or the change’s effective date if it is required by law. "Significant change" means either a systemwide change in the program’s structure or benefits (not including adding new services) or a rise in beneficiary cost-sharing of more than 20 percent.
