The Secretary of Defense must send Congress the annual defense authorization request for a fiscal year within the first 30 days after the President sends the budget for that year under section 1105 of title 31. The term "defense authorization request" means the bill proposal sent to Congress asking it to approve: authorizations of appropriations for the year (section 114), personnel strengths for the year (section 115), authority for military construction projects (section 2802), and any other items the Secretary wants in the annual defense authorization bill.
