Summary

Make each board that decides whether an officer must stay on active duty from officers of the same military service as the officer being reviewed. Every board member must hold a rank above major or lieutenant commander, and at least one member must hold a rank above lieutenant colonel or commander. Each member must also outrank the officer or officers being considered. If there are not enough qualified active officers, the service Secretary can add retired officers from the same service. A retired officer can serve only if their retired rank meets the same rank rules and is higher than the officer under review. No one may sit on more than one board that reviews the same officer. A retired general or flag officer brought back to active duty only to serve on a board does not count against limits on active generals or flag officers.
