Defines who is in a "promotion zone" and who is above or below it for reserve officers on the active-status list. A promotion zone is a group of officers in the same rank and competitive category who are considered together by a promotion board. It includes three kinds of officers: (1) for ranks below colonel (Army, Air Force, Marine Corps) or below captain (Navy), officers who have not been passed over for promotion and have not been taken off a recommended list; (2) for colonel or brigadier general (Army and Marine Corps) or captain or rear admiral (lower half) (Navy), officers who, when considered, were not recommended for promotion and were not removed from a recommended list; and (3) officers who were picked from below the zone or by a vacancy board but later had their names removed, provided they did not fail selection and are senior to the junior officer the Secretary names for that zone. An officer is "above the zone" if they are eligible for promotion, in the same rank and category as the zone, and senior to the zone's senior officer. An officer is "below the zone" if they are eligible, in the same rank and category, and junior to the zone's junior officer.
