Creates the Department of Defense Military Retirement Fund in the Treasury, run by the Treasury Secretary. The Fund accumulates money, using actuarial calculations, to finance DoD and Coast Guard retirement/survivor liabilities. "Military retirement and survivor benefit programs" means rules on retired or retainer pay and DoD survivor annuities, including chapter 73; section 4 of Public Law 92–425; section 5 of Public Law 96–402; and section 1408(h).
