Summary

Military department Secretaries must set how many times officers in each promotion group can be considered for promotion to ranks above first lieutenant (or lieutenant junior grade). A department Secretary may change the number, but only once every five years. The Secretary of Defense can change it at any time. No officer may have more than five opportunities. If a cut removes a chance an officer already had, they must be given one extra chance afterward.
