The Secretary of Defense must run three education and training programs. One is an intern program to give talented people faster promotions, broader job experience, and training to prepare them for acquisition jobs in the Department of Defense. One is a cooperative education credit program where accredited colleges give undergraduate credit for work students do in DoD acquisition jobs. One is a scholarship program to train people for acquisition jobs. Anyone who gets a scholarship must sign a written agreement in the form the Secretary requires. The agreement must include payback rules like those used for advanced education help under section 2005. Any required repayment is a debt owed to the United States.
