The Secretary of Defense must create and run a fellowship program to help bring in employees who are highly skilled in acquisition. The Secretary may choose up to 25 DoD employees as acquisition fellows. To be picked, an employee must have at least 2 years of DoD service in an acquisition job and be in a job now that could lead to serious limits on jobs they can take after leaving government service. Fellows are paid to do research or teach for 2 years in work related to federal acquisition policy at the Defense Acquisition University, another federal professional school, or a nonprofit college. Each fellow gets the same pay rate they had in their DoD job before the fellowship.
