Defense Secretary may let children under age 19 who are not military dependents and not eligible otherwise use DoD child and youth programs when space and services are available. Allowed only if the Secretary decides it meets at least one goal: help military kids fit into civilian life, use DoD resources better, or build partnerships with schools and youth groups.
