The Secretary of Defense must set up a board to review the athletic programs at the United States Military Academy, the United States Naval Academy, and the United States Air Force Academy. The Secretary picks members from college leaders, members of Congress, academy Boards of Visitors, and other college sports experts. The three Superintendents must be on the board. The Secretary names one member who is not a Superintendent to be the chair. The board must review every year the programs’ rules, the balance between sports and academics, and whether athletes are treated fairly. It must also find ways the academies can be models for civilian colleges. Members who are not federal employees are paid the daily equivalent of the annual rate for Executive Schedule Level IV under section 5315 of title 5 for each day worked, including travel. Federal officers get no extra pay. Members may get travel expenses and per diem at the rates in subchapter I of chapter 57 of title 5.
