The Secretary of the Air Force picks who sits on Space Force promotion boards. Each board must have at least five Space Force officers. Every member must hold a rank higher than the officers being considered, and no member can be below the rank of major. Each board must include at least one member on sustained duty and at least one member who is in Space Force active status but not on sustained duty. The mix of those two types should, when possible, match the mix of officers being considered. Boards should also reflect the Space Force’s diversity when possible. A board should include at least one officer from each competitive category being considered unless no eligible officer from that category exists at a higher rank. If not enough qualified active officers are available, the Secretary can fill the board with retired Space Force officers of higher rank. If more are still needed, the Secretary can use retired Air Force officers of higher rank who served long enough in the Space Force or in space-related Air Force jobs to know Space Force standards. A retired general brought back to serve on a board does not count against limits on generals on active duty. Boards that review officers who served on the Joint Staff or who are joint qualified must include at least one joint qualified officer designated by the Chairman of the Joint Chiefs of Staff, but the Secretary of Defense may waive that rule. No officer may serve on two back-to-back boards that consider the same category and rank, except for boards for colonel or brigadier general.
