The Secretary of the Air Force must set how many times Space Force officers can be considered for promotion to any rank above captain. The Secretary of the Air Force can change those numbers for a promotion category, but not more often than once every five years. The Secretary of Defense can also change the numbers at any time. The number of such opportunities cannot be more than five. If a cut in the number would remove any promotion chances an officer already had, that officer must be given one extra chance after the cut.
