When the President approves a Space Force promotion board’s report, the Secretary of the Air Force must make one promotion list for each group of officers. The list puts approved officers in order of seniority or by merit as the board decided or as the Secretary changed. The list takes effect on the day the President approves the report. Officers on a promotion list get promoted by appointment and to the next higher grade under rules the Secretary sets. Promotions normally happen in the order on the list, and first lieutenants move up under the Secretary’s rules. First lieutenants who are all “fully qualified” can be put on an all-fully-qualified list for promotion to captain; the Secretary can ask the President to approve that only if all those officers are needed in the higher grade. Date of rank for promotions follows the other law referenced and can be adjusted as allowed, but officers do not get extra pay just because a promotion date is moved earlier unless the law says so. Promotions to brigadier general or major general can be delayed to meet strength limits in section 526. Certain appointment rules in another law (section 14311) apply here the same way, treating the Space Force officer list like the reserve active-status list.
