The Secretary of Defense may allow members of foreign militaries to study or train at the University. They can enroll as medical students or in postdoctoral, postgraduate, or certificate programs. They can also take part in University training exercises. Enrollment must fit the University's academic space and must be under an international agreement or similar written understanding. Foreign students cannot reduce the number of U.S. uniformed service members at the University or get priority over them. At any time no more than 10 foreign medical students and no more than 40 students in the other programs may be enrolled. The Secretary can pick nominees sent by a foreign medical command and must set rules so their qualifications are comparable to those for U.S. citizens and explain the selection steps. The foreign country must pay the cost of instruction at rates that equal or exceed the cost to teach a U.S. uniformed service member, though the Secretary may waive payment. Payments must cover instruction costs, go to the University's maintenance and operation funds, remain available until spent, and be clearly recorded. Foreign enrollees follow the same University rules as U.S. members, except the Secretary can set different rules for access to classified information. These enrollees do not get a U.S. service appointment for completing a program, and one other law that normally applies to University students does not apply to them.
