The Secretary of Defense may pay a program member’s school costs, such as tuition, fees, books, and lab charges. Those payments only cover the normal costs that other students at the same school and in the same health field would normally pay. The Secretary may also sign contracts with accredited civilian schools to pay those same educational costs, and those payments can be made without following certain rules in title 31, section 3324. If a school increases enrollment just to take program members, the Secretary — using rules set by the Secretary of Health and Human Services — may pay extra to cover the added costs not covered by normal tuition. Members in specialized training may get an annual grant up to $45,000, in addition to the stipend under section 2121(d); the grant limit is raised each July 1 the same way stipends are.
