Gives education benefits to people who enlist or reenlist on active duty in the Army, Navy, Air Force, or Marine Corps after September 30, 1980 and before October 1, 1981, if they meet rules the Secretary sets. The benefit amount is one standard academic year (or the equivalent) for each year of the enlistment, up to a maximum of four years. If someone leaves active duty after at least two years but before finishing the enlistment, they get one academic year for each year of active service. Partial years are rounded to the nearest month and prorated. A person who is discharged or released before completing two years of active service for that enlistment, or who is discharged under other than honorable conditions, is not eligible. Benefits cannot be used until the member has completed two years of active service. To be eligible the person must also be a secondary school graduate and meet any other requirements the Secretary sets.
