Under rules the President sets, the appropriate Secretary must pay (up front or by reimbursement) a captive’s dependent for school or job-training costs. It covers living costs, tuition, fees, supplies, books, equipment, and other education expenses. Payments apply when the captive has been held at least 90 days and continue only until the end of the semester or quarter that started before the captive’s status ended, or until the course ends (or 16 weeks after that date if the school has no semesters), or until a date the Secretary sets for special cases. If a captive or former captive dies from causes related to the captivity, the dependent can get these payments for education after the death. Dependents who can get benefits under chapter 35 of title 38 or similar laws cannot use this benefit.
