The appropriate Secretary may pay a former captive, either up front or later as reimbursement, for school costs. That includes living expenses, tuition and fees, books, supplies, equipment, and other educational expenses. Payments are only for education or training that happens after the person is released and must start within 10 years of release. If the school uses semesters or quarters, payments cover the semester or quarter that begins before the 10-year deadline. If the school does not use semesters or quarters, payments cover the course that began before the deadline or end at the 16-week point after release, whichever comes first. Payments are allowed only when another law does not already cover them.
