A Space Force satellite launch may not be approved by the Assistant Secretary of the Air Force for Space Acquisitions and Integration unless the related ground systems and any needed changes are finished and ready at the time of launch, and the satellite’s capabilities can be used when the launch is complete. The Secretary of the Air Force (the Air Force’s top civilian leader) can waive that rule for national security, but must notify the congressional defense committees within 10 days after doing so.
