Commercial space systems may be used to supplement those systems if a military officer in charge of space warfighting directs them. The Secretary may waive the buy-and-operate rule for national security. If a waiver is used, the Secretary must notify the congressional defense committees within 10 days and give the security reason, expected risks, which commander will direct the commercial system, and how long the waiver will last.
