Allows the Secretary of Defense to accept from a foreign country land, the use of land, and services or supplies for U.S. forces. This can be done under mutual defense or occupation agreements or as friendly courtesies and items normally provided free. Those things can be used without extra permission unless their use would break rules for a particular program, project, or activity. The Comptroller General must audit accepted money and property from time to time and report the results to Congress.
