Allows the Department of Defense to make advance payments from its funds to cover four things: following laws and routine rules of a foreign country, rent in that country for local time periods, tuition, and public utilities. Under rules set by the Secretary of Defense (or the Secretary of Homeland Security for the Coast Guard when it is not part of the Navy), a U.S. military officer who handles public money may give advances to a friendly foreign country’s pay official or to its service members for two things: pay and allowances, and necessary supplies and services. Those advances can only be made if the President has an agreement with the country that requires reimbursement, calls for reciprocal advances to U.S. service members, and includes any other protections the President thinks are needed.
