The Secretary of Defense can allow any part of the Department of Defense that buys bakery and dairy for U.S. forces stationed outside the United States to buy certain items without using the normal competitive bidding rules. Those items are bakery or dairy goods made by the Army and Air Force Exchange Service at an overseas plant that began operating before July 1, 1986.
