The Secretary of Defense must track how each Defense function that, after October 30, 2000, was put into a public‑private competition under section 2461 performs and how much it costs. The Secretary must compare costs before and after the competition’s results are put into effect, find the actual savings, and compare those savings to the estimates in section 2461(a)(1)(E). Monitoring must last at least five years after the change. When making the future‑years defense program under section 221, the Secretary must estimate and include the costs and savings for the years covered that come from workforces chosen in those competitions, and use the monitoring results in those estimates.
