The head of a military department can give a service member or veteran their demilitarized personal protective equipment (PPE) through a Defense Logistics Agency distribution center. The PPE must be provided free of charge. A "covered individual" is either a member of the armed forces under that department who is separating, or a veteran who served under that department. "PPE" here means personal protective equipment that was damaged during that person's deployment and was damaged after September 11, 2001.
