The Secretary of Defense can accept cash prizes given to the Department by non‑government groups when the Department takes part in competitions that honor excellent or new ways of providing services or running programs. Any money accepted must go into one or more non‑appropriated fund accounts that support morale, welfare, and recreation (MWR) for the specific command, base, or activity that won, and it can only be spent on those MWR activities. Appropriated funds may be used to pay incidental costs of taking part in the competition or accepting the prize, if appropriation laws allow it. The Secretary must create rules for handling the awards and those costs and must send Congress a yearly report showing how awards and costs were used. This authority ended on February 10, 1998.
