The Secretary of Defense can help the Department of Health and Human Services and the Department of Homeland Security provide emergency medical helicopter transport to civilians. The Secretary sets the rules, including whether the government will be repaid. Help can only come from military units already stationed in the area, those units cannot be moved just to provide help, and the aid must not interfere with the military mission or raise Department of Defense operating costs. A person the Department of Defense authorizes to give these services, and that person’s estate, cannot be held legally responsible for property damage, injury, or death that happens while they are acting within their duties.
