§2643 Commissary and exchange services: transportation overseas

Title 10 › Subtitle Subtitle A— - General Military Law › Part PART IV— - SERVICE, SUPPLY, AND PROPERTY › Chapter CHAPTER 157— - TRANSPORTATION › § 2643

Last updated Apr 6, 2026|Official source

Summary

The Secretary of Defense must let the people who run commissaries and military exchanges deal directly with private carriers to get the lowest-cost transport for supplies going outside the continental United States. They do not have to use Air Mobility Command, Military Sealift Command, or Military Traffic Management Command. When hiring ships, the rule in section 2631 that favors U.S. vessels still applies. Congress-appropriated funds must pay to move commissary goods under section 2483(b)(5). Appropriated funds must also pay to move exchange goods outside the continental United States. Those funds can be supplemented with extra money saved or earned from better management under sections 2481(c)(3) and 2487(c).
