Defines some key words used in this chapter. "CERCLA" means the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (42 U.S.C. 9601 et seq.). The words "environment," "facility," "hazardous substance," "person," "pollutant or contaminant," "release," "removal," "response," "disposal," and "hazardous waste" use the meanings in section 101 of CERCLA (42 U.S.C. 9601). "Administrator" means the head of the Environmental Protection Agency. "National Guard facility" includes land used for National Guard training under chapter 5 of title 32 when the training is paid for with funds from the Secretary of Defense or the Secretary of a military department, regardless of who owns or runs the land or whether it is under Department of Defense jurisdiction.
