The Secretary in charge may provide certain utilities and services to military housing that was acquired or built using the authorities in this subchapter, as long as the housing is on a military installation. It covers 14 kinds of services, for example electric power, water, natural gas, telecommunications, fire and police protection, pest control, snow and ice removal, and other similar services. The Secretary must be reimbursed for any utilities or services provided. If the cost was paid with money appropriated before October 1, 2014, the repayment must go back to the same appropriation or working capital account that paid the cost. If the cost was paid with money provided on or after October 1, 2014, the repayment must go to the appropriation or working capital account currently available for providing those utilities or services. Money credited this way is merged into that account and can be used under the same rules and limits as the rest of the funds.
