The Secretary of Defense may move money in the same fiscal year when a contract is awarded to acquire or build military family housing that the United States will not own. The money can be shifted from the military housing support funds for that service to the pay and allowances funds for that same service for that fiscal year. The amount moved cannot be more than the extra basic allowance for housing (under section 403 of title 37) that members assigned to those units will get that year only because they live in those units. The transfer can only occur if Congress has provided the funds in advance in appropriations Acts.
