The Secretary of Defense must make a plan to use fuel made from coal, oil shale, or tar sands when the Secretary thinks it is in the national interest. Covered fuel means fuel made in whole or in part from those materials, drawn out by mining or in‑place methods, and refined or processed in the United States. The Secretary may enter into one or more contracts or agreements to buy this fuel for Department of Defense needs. The fuel must meet clean domestic standards that the Secretary sets with the Department of Energy. Contracts may run for one or more years. The Secretary may also study U.S. locations that could supply this fuel to help with procurement.
