Each year the Secretary of Defense must tell Congress every time the Department bought drop-in fuel that was not competitive in price with traditional fuel. For each such purchase, the report must say whether the buy was made because of a military requirement or not. Drop-in fuel: a liquid hydrocarbon, pure or mixed, made to directly replace regular fuel and work with existing equipment. Traditional fuel: a liquid hydrocarbon made from petroleum.
