The joint policy must name a senior leader—either a senior commissioned officer or a civilian member of the Senior Executive Service with the right experience—to lead how needs are defined and coordinated during combat, post‑conflict, and contingency operations. That leader must run a requirements review board with all groups involved, and the policy must set up an organization that makes sure buying goods or services, doing work, or finishing projects fits United States Government and Department of Defense goals, follows funding rules, and coordinates with other agencies in the theater.
