Defines key terms used in the subchapter. "Requirements definition" means turning policy goals and mission needs into clear requirements that guide contracts for projects, work, or products. "Contingency program management" means planning and leading combined civilian and military efforts to run defense acquisition programs during combat, post-conflict, and contingency operations. "Contingency contracting" covers all steps the Department of Defense takes to buy property or services during a contingency operation. "Contingency contracting personnel" are military members and DoD civilian acquisition staff who are assigned to support those operations, whether deployed or not.
